Harry served with the U.S. Army Signal Corps, after receiving training at the Agricultural and Mechanical College of Texas (later Texas A & M University) and Yale University. Congress passed a resolution creating a national weather service on February 9, 1870, and it was signed into law by President Ulysses S. Grant.
